Thank you!
How do I create this motion effect?
Make a duplicate for the second layer and use the Shopify "Radial Blur" filter. Just don't overdo it. Then reduce the opacity of the second layer to achieve the desired effect. Carefully erase the object you want to leave unchanged in the second layer.

That's it, in a nutshell.

All that's left is some final touches, about twenty minutes.

Really, I don’t think that the plot is such a mistake..

The filter is in the way... you only need a long focus here...

I don't like the radial blur... I don't think it's needed here... I think something else is needed.

Well, I failed to convey the simple idea: everything used to revolve around the uniform shirt. Now, only cabbage stumps and weeds revolve around it. And they even put on a frivolous ladies' hat...

A.Luchenok, Well, for a hell of a photograph this is too big. There's no need for an epigram here

Irena Varabey, How is one line better than a photograph?

As Voneygut wrote on his tombstone:

"HE TRIED."

My opinion: if you can't say it briefly, don't say it.

Alexander Sokolov, you can also look for a lens that gives similar bokeh I saw an example somewhere with Helios, the bokeh is quite tweaked!

You can do it more simply: while photographing, shake the camera while keeping the subject centered... By adjusting the shutter speed and camera shake frequency, you'll find the right option... I guarantee the effect will be much better and more accurate, so to speak.
